Biography
Oleksii Sergeyevich Kocherev
A native of Kyiv, Oleksii Kocherev was born on October 30, 1975, in the capital of Ukraine. He received his secondary education at Kyiv school No. 270.
He holds four higher educations:
- National Technical University of Ukraine "Kyiv Polytechnic Institute" (specialty "Metal Processing by Special Technologies", qualification mechanical engineer, 2002);
- Kyiv State Academy of Water Transport named after Petro Konashevych-Sahaidachny (specialty "Law", qualification legal specialist, 2009);
- National Academy of Public Administration under the President of Ukraine (specialty "Regional Administration", qualification Master of Public Administration, 2014)
- State University of Infrastructure and Technologies. (specialty "Law", qualification Doctor of Philosophy in the field of Administrative Law, 2024)
He began his professional career in 1996 at the Ukrainian State Scientific Research and Design Institute "UkrNDIvodokanalproject".
From 2000, he engaged in entrepreneurial activities. He headed the legal department and held executive positions in companies in the information technology sector.
In January 2013, he started working at the Ministry of Social Policy of Ukraine, holding the position of Director of the Department of International Relations and Information Technologies, dealing with issues of reforming the social sphere.
He participated in international conferences and the 68th session of the UN General Assembly, presented a project to create a unified information system for social sphere agencies using the National Card, and personally studied the experience of European countries in implementing e-government systems (Austria, Estonia).
He was an initiator of the development of an e-government model built on open-source technologies.
