About e-government

Today, Ukraine has all the algorithms, technologies and capabilities to implement the e-government project. I say this as a specialist who has studied the e-government models of Austria, Estonia and Singapore in detail. With all the merits of such models, it is impossible to automatically transfer their schemes to Ukraine, without taking into account the peculiarities of the national mentality, the size of the territory, the population and the existing infrastructure. If we can accumulate the best from the experience of other countries, but at the same time take into account local specifics and apply the most modern technologies, then the electronic system of providing administrative services in Ukraine will soon start working. And such automation of all management processes on a nationwide scale will significantly increase the efficiency of public administration and mitigate the costs of social communications.

About the "Social Card of Ukraine"

In 2013, the Ministry of Social Policy invited me to the position of Director of the Department of International Relations and Information Technologies. I headed a project that, if implemented, would have been a real breakthrough in the formation of a unified information space in the social sphere and the first step towards creating effective e-government in Ukraine. The concept of the "Social Card of Ukraine" was created in order to optimize the processes of interaction between all segments of the population with the state. So, each citizen of Ukraine would receive an electronic card with complete information about him: personal identification, place of residence, employment status and work experience, availability of unpaid bills, driver's license, as well as the functionality of a payment card. It's a pity that, despite the obvious benefits for society and the state, this project has not yet been implemented. At the time of my departure from the civil service, it was fully prepared in the theoretical part, it only needed the political will and desire for its practical implementation.

About the Real Future of the IT Market in Ukraine

Today, our country ranks first in Europe in the number of IT professionals. Ukrainian specialists work for global companies, developing unique projects, but the main profit remains abroad. In addition, political, legislative and economic instability negatively affect the security of doing IT business in Ukraine. However, our country has a colossal potential to become one of the best IT hubs in Eastern Europe with a strong engineering culture. And for the successful realization of these opportunities, we, the active players in the information technology market, need the support of the state, creating a favorable business environment.

About Investments

IT in Ukraine is the third largest export industry, and therefore interest in Ukrainian startups is growing. My foreign partners are willing to invest funds in promising IT projects to bring them to world markets. For this, a fund is being created that will conduct an expertise of startups and distribute funds for their business implementation. I believe that a developed venture investment market will help build an innovative economy in Ukraine.

About Current Projects

One of the projects I'm working on is the creation of a secure cloud storage using distributed computing technologies. To date, this is no longer know-how, but a current trend in the field of data protection, storage and processing. Such local and global storages can process large amounts of data, which allows using them in various industries that require solving large-scale and labor-intensive computing tasks. This is a complex high-tech product that is immune to unauthorized access to confidential information and sudden equipment
